“What can be more important than relieving pain?”, asks Ms Harmala Gupta in the Times of India on 10 February 2014.

She goes on to say, “The amended NDPS Bill 2013 is now awaiting passage in Parliament. It was listed on the agenda of the last session of Parliament but unfortunately, due to the repeated disruption of proceedings, other bills considered more important were given precedence.”

On the day of Ms Harmala Gupta’s article appearing in Times of India, the NDPS amendment bill was listed as the third item of legislation on the agenda of Lok Sabha. It could easily have been taken up if only the Parliament functioned. It did not. It was disrupted. Again.
