Please see the recent article in the Lancet vol. 385, No. 9967 of 7 February 2015, Don’t forget health when you talk about human rights. The article points out the Human Rights Watch report that there is globally inadequate access to palliative care.

“India, Kenya, and Ukraine are countries in which progress has been made, but challenges remain, especially in the scarcity of trained health-care workers in palliative care.”

On a positive note, “Encouragingly, the 2014 World Health Assembly unanimously adopted a ground-breaking resolution that urges all countries to integrate palliative care into their health systems.”
